Managing Gender-Based Violence Programmes in Emergencies

Managing Gender-Based Violence Programmes in Emergencies (MGBViE) is a multi-phased learning program designed to build a community of competent, informed, connected and supported GBV specialists able to lead GBV prevention and response programs in emergency settings.

First conceived in 2008 by leading GBV programming experts, MGBViE was developed as a product of the GBV Area of Responsibility (AoR) through an interagency process. The learning programme includes three phases:

Phase I: A self-guided e-learning course available in four languages (English, Spanish, French and Arabic), developed in partnership with the United Nations Population Fund (UNFPA).
Phase II: A face-to-face training workshop for selected graduates of Phase I.
Phase III: Continued learning and support for Phase II graduates through networking, mentorship, and the virtual GBV AoR Community of Practice (GBV AoR CoP).

UNFPA launched the MGBViE Phase I e-learning in 2011, and the same year International Medical Corps partnered with UNFPA to develop the Phase II training curriculum, with input and review of other members of the GBV AoR. International Medical Corps and UNFPA relaunched MGBViE in 2015 with support from the US Department of State’s Bureau of Population, Refugees and Migration (PRM), to update the e-learning course, deliver Phase II trainings and launch Phase III. Since 2017, PRM has supported International Medical Corps to lead the MGBViE program on behalf of the GBV AoR. International Medical Corps continuously updates the Phase II training curriculum with new developments and guidance. The Phase II training content served as reference material for the development of the Inter-Agency Minimum Standards for GBV in Emergencies Programming and is fully aligned with the Minimum Standards, released in 2019.

Phase II: Face-to-Face Training

Phase II of the training program (to be completed after Phase I) involves a face-to-face training workshop. The workshop is a seven to eight-day experiential and intensive training, designed to build knowledge and skills in key areas of GBV programme design and management. The workshop includes interactive lectures, role plays, simulations, and other group learning activities.

The MGBViE Phase training II content builds upon knowledge gained in Phase I, with more in-depth exploration, interactive discussions, and practical exercises. Each module in the Phase II curriculum builds on previous modules, allowing participants to move through a well-planned pathway of learning, analysis, and practice. The Phase II training is applicable for practitioners with different levels of experience but is most advantageous for “emerging GBV specialists” who are focused on GBV programming and interested in transitioning to senior levels of GBV programme management.

  • PowerPoint Presentations: PPT files are available under relevant modules below. Notes from PPT slides are inserted into Facilitation Guides.
  • Participant Handbook: The Participant Handbook includes information on assigned readings, additional resources, and handouts for each training module. The complete Participant Handbook is available below in PDF format; individual Participant Handbook guides are available under each module heading, in Microsoft Word.
  • Assigned readings and additional handouts: The MGBViE Phase II training requires participants to access the Inter-Agency Minimum Standards for GBV in Emergencies Programming and the Inter-Agency GBV Case Management Guidelines. Assigned readings are outlined in the Advanced Preparation Materials for the course below, as well as the Assigned Readings outlined for each module in the Facilitation Manual and Participant Handbook. Some assigned readings are extracted as handouts and are available under each module heading below.
